Troy Main Street is a non-profit organization based upon the Main Street program of the National Trust for Historic Preservation. Main Street programs use historic preservation and economic development to redevelop downtown areas. The City of Troy in conjunction with Troy Main Street were filing for redevelopment funds through the Community  Development Block Grant (CDBG) Program. The Main Street program within CDBG allows for communities to arrange a redevelopment and revolving loan program for building and facade renovation.

The City of Troy and Troy Main Street were concerned about the present aesthetic state of many of the buildings compromising the Central Business District. They wanted to develop a series of architectural designs that would convey the visual possibilities of facade renovation in downtown Troy. The design drawings were to be used as an education tool to demonstrate the visual and aesthetic potential of historic restoration and preservation of downtown buildings and used for the CDBG application.

After procuring CDBG funding, the City of Troy and Troy Main Street began to fund facade and building renovations in the Central Business District. Patrick Hansford Associates provided schematic design and construction documentation for multiple buildings.
